I am unsure if normal game time is supposed to run at around 10 seconds for every real life second (a game minute every 6~ seconds) as the manual only references the time feature, but the running and attacking animations also seem a bit too fast? Is this game supposed to be fast?

Press space during combat and use the turn based combat system.
It is much more convinient and you will not die to some monsters due to the game speed.

Realtime should only be used in "auto mode(tm)".
What's auto mode(tm)?

That's when you can't be bothered to control your character because there are too many weak creatures and using turn-based mode to kill them all would take all night to do it (and you probably would end up bored and drooling on your keyboard, but that's a tale for another day). So you just press space to switch from turn based to real time and cross your arms while your char mops the floor with all the weaklings on its own. That's the only use for real time combat.

Of course, it's useful too when you need to make a tactical withdrawal (I.E. RUN FOR THE HILLS! WE'RE BEING CHOPPED TO PIECES)

Interesting, thanks for the replies. The animations just seemed a tad fast to me that I was unsure if it was normal, especially after reading up on Fallout 1 and 2's fast world map issues with recent PCs (granted I have only played the CD versions of those and not GoG's.)

I know. That bothers me as well. :/
I may have fast reflexes but I can't click those damn rats in Real Time mode.
My char keeps running around like an idiot because I end up clicking on the floor and not on the rats...
So I just let my char do whatever he wants to do while a drink up my coffee. After a while, all rats are dead... =)
Real time combat mode isn't always a handicap though - try fighting an ore golem with a gunslinger in turn based, and then real time. You get an enormous advantage in real time because the ore golem's exceedingly slow movement speed in real time doesn't translate properly into turn based at all.

The two combat modes reconcile very poorly with one another, I think. For the most part, playing Arcanum in real time feels like a much more awkward version of Diablo to me.

I agree. Real-time is a mess. You put it best when you've said:
