Monitor excessive down-repping on the forums

Sometimes you read a Bad Post that's offensive or something you dislike strongly enough to down-rep that post with a minus to make it low rated. That's fine and it's what that rep/ post rating system is for. But sometimes it seems a user or users continue to down-rep further posts from that poster, even when those posts are not doing the Bad Thing and have no connection to it. That isn't fine as it's abusing the rep function to the point of harassment of another user. It also stops them objectively knowing what it was they did wrong if all future posts are targeted indiscriminately and become low rated. I propose GOG monitor the minuses given out and if they become aware that one user is targeting another indiscriminately or is frequently down-repping large numbers of posts, they should investigate why. If given no good reason then they should prevent any further random down-repping from that user and restore any unfairly removed rep points. The flip side is that if they find a forum user is constantly being down-rated with good reasons, GOG can instead speak to that user about their conduct as needed. But low rated posts should be for the specific posts that deserve to be, not as an indiscriminate 'I don't like you, I'll down-rep every post you make'.

Down-repping has to go, not be "monitored". A fair number of people downrep because they were downrepped, then make up conspiracy theories about users concerning alt accounts and the like. The system is broken, so the system has to go.

Why reputation is that important anyway? It's only useful to keep the spammers at bay IMO. People who post more will always have more rep points regardless of contents of their messages.

I'd rather see mods paying an attention to deleting reported spam posts.

Just to clarify, I'm proposing for GOG to monitor and get involved only if there's been a large number of low rated posts by one user, or if another user is giving out lots of minus votes indiscriminately/ against the same person. It's not for every low rated post, just when there's a potential pattern against (or by) one user.
