control scamming. blacklisting i.p. stops communication with and all accounts in relation to ip.when blocked accounts get new i.p. then warn user so they can consider blocking that i.p. too help protect legitamate users

For as little as USD 2.99/month, possibly less, anyone in the world is free to use a legal VPN service which lets them freely change IP addresses to any of dozens of countries, thousands of addresses, spread across hundreds of C-block IP address space. There are of course illegal ways as well, as indicated by previous commenter.

This is a counter-productive suggestion. Even if legitimate users weren't at risk of getting burned by their ISP's dynamic IP addresses, scammers tend to already have ways to change their IP even more than that... sometimes by remote-controlling legitimate users' PCs via malware.
