Real-time strategy game developed/published by Falcom for Windows 9x in 1998. Translation is necessary for some menu and description text, but, like previous games in the series, commands are represented pictographically, allowing players of any language to understand easier.

The Lord Monarch games, in general, let you command an auto-generating populace of citizens under a controllable king unit. Playing like a board game, the goal is to expand territory across the entire traversable map and wipe out competing sovereignties; in Monarch Monarch, maps (dubbed "surfaces" by Japanese players) are represented with an isometric view, adding height to the previously flat game system. Players must quickly build villages and strongholds to grow an empire and a supply of gold for multiple purposes, as well as forge alliances with competitors and order troops into combat or to build terrain enhancements like bridges. All maps have to be cleared within a 3000-day time limit, which becomes a risk in more advanced scenarios.

Monarch Monarch, with its usage of height, adds elevators and modifies area-of-effect special actions. This changes the balance quite considerably, allowing for opponents to, if not dominate horizontally, extend their reach vertically and restrict parts of maps with verve. Some of Falcom's included maps take on a puzzle-like dimension, with little room for error once the battle starts.
