Handle Redists efficiently to space time & disk space

Redists such as Direct X, Visual C++ and .NET should be stored in one place only and reused for each game for that needs them. Re-downloading and storing them for every game is a massive waste of disk space and time, in addition it makes it a nightmare for users importing a large library of installed games.
