Chat: Flash icon/titlebar of chat client when message arrives in background

This was brought to my attention by Judas. It could be useful to flash the chat icon if chat is minimised and a new message in the conversation arrives. Similarly, if the chat window is open but is in the background (not the current window), flashing the titlebar on a new message arrival could be useful. Obviously users should be able to toggle these features on and off as well.

Seconded. When a new chat window opens when someone msgs you, have it pop up. Without that and no notifications, how is one to know at all that they are being msgd?
