Interesting ideas disappoiting execution

The game isn't straight up bad, and it can provide a couple of hours of fun, and hell if your playstyle suits the way history goes, maybe even more than that. But what I mean by suiting history is what makes this game a 2/5 for me. Simulators, tycoons, strategies, grand strategies, all these genres have a lot of the fun in them be alternate history, in one form or another. It's about doing it your way, not the way history went. Well, with Urban Empires it's the exact opposite. One party can have half the city loving it and following it and it can disappear in the next era because it is "voted out" or "obsolete" in the game's misguided goal to be somewhat historically accurate. You don't get to make your alterante history utopia (or dystopia, whatever floats your boat) and you don't get to truly decide anything, but rather are given a little bit of wiggle room between the eras whereupon everything gets reset and your choices are given very little if any value at all. The game lacks any true feeling of player agency and neither the simulation nor the family intrigue portions of it live up to what I was hoping for. I wouldn't recommend the title in its release state to anyone, expect MAYBE: those who know exactly what they are getting into and are completely informed on what this game offers and/or those whose political leanings and/or roleplay goals are to follow history as closely as possible without any interest in leaving your own mark and making your city truly feel like it's "your city."

Nice Concept, But Too Linear.

You are a mayor and have to deal with a city council for every decision. The council grants you whatever you want when you have money in the treasury, but resits all your proposals when you have no money. The game is constantly pushing left wing policies, science vs religion, labor unions, LBGT rights, and the only benefits come from accepting them. It feels like the choices I made in the game were not worth anything, because the story ends up the same no matter what. You start as a city in the conservative 1820s and watch the city turn into a liberal modern european socialism while making meaningless choices along the way.

Interesting game that lacks optimization

Quiet interesting game. Challenging economy management. As for politics it lacks some flexibility, there are not a lot of ways to influence decisions. As for game where almost all depends on how parties vote I think it's not enough. And the worst thing in this game is optimisation (if it really exists). As your city grows (starting from 4 disticts), game speed slows and lags appear. Even top PC cant handle this game, while it can handle Witcher 3, GTA 5 and other AAA titles at maximum quality.

Building...

I like the artwork, music and some of the polish, main thing is although the game appears deep it isn't really. There are also some massive balance and optimization issues- sure that most likely can be fixed with a patch but as it stands now it's an expensive game with issues. Since it's Kaylpso I dare say we can expect a fair bit of DLC? Enjoy your games, just be a bit careful jumping in with this one.

Pretty Average

The game is pretty average. Not beautiful, not very complex, poorly optimized, not enough permissive. It's way too easy to beat the game. Earning money is too easy as You increase taxes , taxes that doesn't have any influence on people's happiness and business/factory productivity (for example). There are two game modes : either You do the campaign which is pretty much a limited sandbox or You play scenario which are way too easy to be captivating. The "sandbox" consist in : raising the taxes, extend your town to the borders, get your upgrades every X time. Congrats. You beat the game. The scenario are pointless. Period. Anyway. This game is way too expensive for what it is. Get it for maybe 12€, or even half of that amount.
