How do you know he doesn't already?

Perhaps that's why his "sleep schedule" is so unpredictable - he doesn't actually sleep at all, he's just orbiting the earth constantly and sometimes loses satellite contact for transmitting back to earth.

At this point it's safe to presume our pal Fink is actually Zordon, who have taken the form of a cat. And we all know that cats do stuff when they feel like it, not according to schedule. Sleeping included.
