I don't have GalCiv 3 but it should look something like this:
C:\GOG Games\GalCiv3.exe cheat
Then pressing the ` (same key as ~) key should open the console command line.
I have not used the dos prompt in almost 2 decades, it worked fine. Though I found some minor differences in the "codes" revealed from the console's help command, different from what was reported on the steam forum...
I'm off for a few days of game play.

Its a sounds bit similar to the day before a holiday / or the saturday of prolonged weekend here. And sometimes even a normal saturdays late afternoon...as sunday shopping isn't allowed in Germany (aside from certain dates and certain shops in train stations or Airports).
