mob rule is a great game don't let those cartoon characters and those simple building interface fool you,the game becomes very tough to play in later stages and if you cross the godfather... get ready to be cemented and sleep with the fishes :( this is one serious mafia game

cons:-insane difficulty at later cities snooze in Rangoon rumpus and the rival will burn down your buildings
the difficulty will want to make you beg for some cheats at least to make it easy but there are none...
multiplayer has never worked in this game and the undesirables of the rivals can ruin your hard built empires in minutes
ps:-get your boys ready when you see a holy man :D or midget with gun going towards your properties

I'm a huge fan of Constructor. It certainly wasn't a perfect game (think of the UI), but it had this wonderful atmosphere and simply was fun. Every gamer knows what I mean: That one game which, although flawed, holds a special place on your shelf and in your heart.
Mob Rule does not only not live up to its predecessor, it fails at being a fun game at all.
You still build stuff, but it doesn't feel like that entertaining mini-game of its own; instead of being the great architect and city planner you were in Constructor, you've been degraded to playing the janitor, more maintaining than actually achieving something.
Instead of watching the NPCs do hilarious stuff to each other while observing from your mayors office and managing the town, you're now a sort-of-RTS-commander, frantically clicking and commanding your units ... I mean, employees.
Instead of playing a simulation - just having fun building houses and sitting back from time to time and watching your game unfold - you're now playing a puzzle game that happens to operate with houses. You also have to fulfil weird missions and of course deal with tenants, taxes and opponents. There are no quiet moments, no time to just "enjoy the game". To quote a line from a well-written GameSpy review: "It's like playing SimCity with the disaster setting on insane".
Everything that made Constructor a great game (despite all the flaws) has been left out in Mob Rule. The flaws may have been fixed (Mob Rule's UI is pretty good), but what remains is neither fun nor does it leave you motivated for more than a few hours (at the best).
Mob Rule is one of my favorite games. There's nothing that approaches it's unique flavor of managerial humor, with the possible exception of the original Constructor. In a way, they're different sides of the same coin: Constructor gives a fun, open-ended kind of game where the only set goals are the "victory" conditions. Mob Rule lacks that opened-ended play, but has a... full review humorous story to progress through and some pretty decent interface and control improvements over the original. I started with Mob Rule, so I tend to like it better than Constructor, but I highly recommend both.
