Cost revenue? Let's be honest, who doesn't will not buy anyway or will pirate it. Transferring, not copying the games, is the same as to move a PlayStation disc to another house, it's fine. This way additionally allows to move out of one GOG account to another, a good idea. The person paid for a game, bought, the other wouldn't. I'll say as far that getting into a gaming series this way is increasing revenue because that other newly introduced person might likely become a fan of a good game, of memories spend together, and buy others that not have yet since they already have the account and may want to support a developer they like. That's how I myself bought the games I played with friends back in the days.

GOG already shows their dedication to their customers' rights by providing DRM-free games. DRM, they say, limits the Fair Use rights (like backups) of legitimate buyers, but doesn't actually stop piracy. I think removing the non-transferable requirement is the next logical step: Non-transferable licenses do nothing to stop piracy (especially of DRM-free games), but they force users to waive their rights under the First Sale doctrine (or equivalent). The biggest problem I see is that, without DRM to manage the licenses, legitimate buyers could forget that they transferred a game and re-install it from backups (or give away the backups but forget to tell GOG that they transferred the game and then re-download it later). I still think it's worth considering, though.
