Have you tried dosbox, I've got the game running on Windows 7 via dosbox, if you are not familiar with using dosbox then this review I found might be helpful www.amazon.co.uk/Dice-Shadow-of-the-Comet/dp/B000056JX2/ref=sr_1_1?ie=UTF8&qid=1376127630&sr=8-1&keywords=shadow+of+the+comet . Dosbox emulates its own environment so the version of windows shouldn't matter (with some tweaking it even works on linux via dosbox)

This game really suffered from coming right at the end of the XBOX/PS2 era... I think had it been a 360 launch title it would have done much better and gotten the attention is most definitely deserved. WANT!
