Please go into your NVidia Control Panel, enter "3D Settings" -> "Manage 3D settings". In the right side of the window find "Vertical sync" (at the bottom) and try two settings: "Force on" and "Force off" before launching the game ("Force on" being the most likely solution).
If that doesn't help, try using the AMD Dual-Core Optimizer. It's designed for AMD processors, but has been reported to work on Intels as well.
