I tried the WndMode patch for Tropico 1 and it seems to work. But when I try to install the other ReSolution patch to try to adjust the size of the window with the W2.ini file, then the game stops working. Does this mean there has to be a special "ReSolution" patch to get other games to work?

Update:
It looks like I spoke too soon about the patch. I tried running Tropico 1 on Windows 7 with the WndMode patch but now the window is all distorted. I've attached a screenshot.

As I said, it's extremely different with each game. If tinkering with the wndmode settings doesn't produce anything, then it's likely that it's a specific issue of that game. If you want to discuss this, let's do this elsewhere please.
ReSolution is made specifically for Worms 2 version 1.05, it modifies specific Worms 2 locations in memory, have you seen the source code? Also I'm not sure why your game stopped working since the module has a version check and will thus refuse to run on other games and versions with an error.
