I was having big performance issues (low and inconsistent fps) and was about to give up on this game.
But all you need to do is rename WolfNewOrder_x64.exe to WolfNewOrder_x32.exe.
It's still no fps galore but I now hit above 40fps on average on my RX 570 where I before hit around 20fps.

You might want to turn postprocessing off altogether with idTweaker, it will make the game look less noisy (and reduce the risk of eyecancer) and gain a few fps as well .

That sounds like you have some other hardware issue, or possibly a driver issue. I ran Wolf New Order at 1080p medium settings on an ancient R9 270 at above 40fps, and the RX570 is probably twice as powerful or more.

The game favours Nvidia cards as it uses OpenGL and has no option for Vulkan, but an RX570 should stay north of 60fps max settings in this game.
