Nope, just a black windows, before it throws me back to desktop without any error message.

analogline: In Galaxy it installs fine. I hit the "Play" button and nothing happens aside from the play button greying out, and after a few seconds going back to green.

Trying to run it directly gives me:

The application was unable to start correctly (0xc0000022)

Doesn't matter if I try to run as Administrator, or any compatibility mode choice. I get that error every single time.

Any ideas?

Plokite_Wolf: This seems to be a common issue with certain games lately.

In the Control Panel (not Settings), go to Programs and Features -> Turn Windows features on and Off. Open the Legacy Components section and tick DirectPlay.
After reinstalling Windows, the game works. (Along with some other Directx9 games that also didn't work(Same thing:No error message, they just didn't launch at all).

I suspect some Windows update went wrong.

So i would suggest that if nothing else works, you don't even have to reformat your HD: I used method 2 of this

Just picked up the game and same issue. Running Win-10 Home 64bit.
Don't particularly want to wipe my OS for a $7 game.

I've tried the legacy option, that fixed the error message. Now it just flicks up an app box briefly which disappears with no warnings / doesn't linger in task manager.

Any other suggestions?

I have same story.

Run launcher - something launched and shut down instantly.
