Been through many threads found here and other places. I have reinstalled via administratrator a few times. I have given full control permissions to every account on my computer to the save foler. I have deleted all the games I saved before the problem started. I don't believe I have any saved files on gog cloud. Yet I cannot save a game from any campaign.
There has to be a reason for this.

Did anyone try reinstall game to folder x:\games\warcraft2?
Same for Galaxy: x\games\gog\galaxy\ or something like that.
And ofc anyway Galaxy or games executable must start with admin rights. Dont forget to verify game files in GOG Galaxy after installation, if you use Galaxy.
Turn off or re-\install (temporary) antivirus.

Exactly what happens is this. I try to save a game, and when i try to load it again, it is gone. No saved games in the load meny. I guess one can try to do all the things you suggested, but i thought the whole point of bying a game at GOG is that it works without doing these things. I, for one, am not very good at fixing such things, but i love playing games. Thanks for answering the post.

I originally installed to the default folder c:/program files (x86)/gog galaxy... I was able to save games (maybe 20 files) until I reached #10 in Beyond the Dark Portal. Deleted all games from the save folder and turned off sync. Click save and it appears to have saved the game (it's in the save folder) - try to load the saved game and nothing in the list to load.
Uninstalled and reinstalled to a different location c:/war2 - no change. Saved games appear as I named them in the new save folder in the new location but nothing shows in the list when I try to load the saved game.

First, did you currently have empty SAVES folder in Warcraft2 root? You sure that Cloud function in Galaxy is off?
That folder must be empty at all:
C:\Users\*user*\AppData\Local\VirtualStore\

Try with empty saves folder and with new saves. then put old saves back to saves folder.

If still have a problem - reinstall offline version to x\games\warcraft2 as admin and do adminrun checkbox on warcraft gog launcher.
