I just want to be sure, because I think I've gotten a legendary drop for each type of weapon except the tome so far. I have four legendary swords, which I don't even use!

I do have regular tomes, so I assume the game includes this DLC.

Also, is there a way to obtain The Magician card as well, or do I just have to wait for a drop? Does GebaN's card inventory change?

If you have regular tomes, then you will eventually have a legendary drop.

You can check GebaN and Casimir at the Hub for new cards, their inventory is changing over time and they have legendaries for sale sometimes.
