So, I need to go to the tattoo salloon to continue the bounty hunter quest. There is a note in the basement and a phone which is supposed to ring or which I am supposed to use myself. Nothing happens.

I'm using GOG version, just installed the 10.2 UP update and started a new game.

I tried reinstalling the game without any additional patches - didn't work.

Has anyone got any ideas?

Your are supposed to read the note and the use the phone. If that doesn't work, start from outside the map and don't save and load inside of it...

That's what I do - read the not, look at the phone. Doesn't work.

Can you please open the console directly after you read the note and post the content here? Also while it works fine on my system, I found an issue with the inspection node which might be behind this. I'll fix it for 10.3...

Here it is. I also remember a message popping up when loading the game, something about the node. Will screen it when catch it next time.

These warnings are normal. The node error should only appear once but could be connected. What happens if you exit the game, restart and visit the map after you got that message? You shouldn't get it anymore and maybe the phone will work then too...

You say you reinstalled, did you start a new game for that or are you using the same save? If it's the old save it won't fix anything. Also, while I don't think that GOG has updated recently you want to make sure that auto-update is off; I learned that the hard way with a late game save.

Wesp5 updated the patch about two weeks ago so, they may have sent out an update.
