I've attached an image with my specs which are obviously more than enough for this game, but I'm getting only a bit more than 30 FPS all the time. I've even tried running the game at 640x480 using the lowest settings but it runs the same.

Running Catalyst 14.501.1003 (latest, just reinstalled Windows today) if it helps.

I used to have performance issues, but they often were related to drivers in older cards. Usually turning off or turning down the dynamic shadow detail in the advanced options fixed performance issues. Driver updates also help, but you may want to consider trying older drivers just to test if they were the culprit. There's not a whole lot to consider outside of the box here. This is the common issue with graphics drivers as some models may not have DX7 compatibility written properly into them.
I'm not sure what could be going on here either. Make sure to install and run the game as admin. If you have any antivirus running, try disabling it as a test. Running as admin is something everyone should do because of some potential save game issues, but the AV thing is a long shot. I'm just not certain what the problem could be. As you said in your thread title, you've tried everything posted, so I'm afraid I don't know what else to suggest.

Is a virus a possibility?
I installed this on my MacBook running a clean install of Windows 8.1 and it suffered from the exact same problem, even when setting the graphics to the bare minimum. That rules out a virus or driver issue. Looks like Windows 8.1 is to blame here. Went back to Windows 7 and the game runs flawlessly.

Weird, as I'm running 8.1 with no problems, unless I don't run as admin. I've tried with W10 as well on my laptop and it seemed to run okay. Glad it worked for you though :)

What graphics card are you using? Might be an issue with just AMD cards.

Hi,

I have exactly the same problem, with Windows 8 and Nvidia GTX 760.

I tried turning off some options on the nvidia control panel, tried to use the console ingame to set maxfps on 60 but nothing fixed it. I even tried every steps of the troubleshooting on gog.com (I got another issue with Outlaws, another game bought on gog) but I'm still stucked on 30 fps.

Can someone here help me with this issue ? It's really frustrating...When I first played the game at the time of the release it was 60 fps...

That's really weird. You have almost the exact type of build I use except I have my 760's in SLI and am using Windows 7. I get 60fps most of the time, but it does drop a bit during intense combat scenes when lots of discipline visuals are filling up the screen. Could be a driver issue with certain windows 8 builds.
Windows 8 and 8.1 don't support full screen rendering of older DirectX versions (i.e. below DX 9.0)

Try running the game in windowed mode. It solved the problem for me.

In order to run the game in windowed mode you need to add "-window" at the end of the shortcut target.

My friend, I thank you A LOT ! I spent hours on that issue, I was about to format my computer. So thank you, the game is as fluid as it was at the time.
