The Journal book under your Vagrus Medaillon opens up a panel in which you first see your current objectives. In the upper line of the left page, there are four more options:
Rumors - that's the part you are maybe asking for, it contains the rumors you paid for, and there some text is to found about it. Once you had a look onto a rumor there, it moves from "unread" to "read" state, but they remain at the lower part of the list.
The next 'page' covers your tasks: the actual once, those ready to be turned in at a faction, and all you did before.
The 'News' section tells you what news you can share at a settlement. They have no text linked but are just giving more or less changers.
"Qualities" come with text again. You may find pieces of information there, as your stading with non-faction entities (like the Prefectus of Avernum, the Dark Prince...)
