NOONE helped?! GOG support can help you too, you know.

Maybe a wrapper, like dgvoodoo, could fix it for you.

I have the same problem. Have you found a solution?

Operating system and version? Do you use a proper monitor or a TV? Graphics card?

Also, just to make sure: Are you talking about Tropico 2?

Yeah, its Tropico 2. It ran fine on an older machine but got real laggy. Just built this one and wanted to try it for comparison. OS is Windows 10 vesrion 10.0.17134. I use a proper monitor. Graphics card is a NVIDIA GeForce RTX 2070. I see in another thread someone seems to have found a solition. I havent followed that possibility through all the way yet. It hasnt been at the top of my priority list but would be awesome to figure it out. What I have noticed is the resolution in the error code is below the lowest setting available on my current equipment.

This is why I asked for your graphics card. Sorry I do not know how to fix a problem like that except play in a window.
I had this relatively recently, it seems to be a windopws 10 related hiccup. A quick dive through the compatibility modes and a reboot seems to have sorted the problem for me, maybe it's a Directplay issue. One thing to save yourselves some headaches once in-game, leave graphics on software & reduced shifting OFF. Otherwise you're practically playing slideshow FPS, at least that was my experience. I hope this helps anyone else out struggling to weigh anchor, so to speak
