I set some roads to be built & trees to be bulldozed roughly 2 years ago (in game time) & the damn things have yet to be bulit and/or destroyed.

In Tropico 1 these are construction projects just like buildings. Roads seem to have normal priority but trees seem to have a very low priority. You might want to stop building other things for a short time or building a new construction office or two.
