Unfortunately not.
You can mod the game to make time pass slower and make it so that vehicles don't expire but there's no way to lock it in a specific time period.

You can try this:

I made it today after reading this.
1850 up to 1919, no newer models are loaded in the game until the year 4000.
People, vehicles, trains, roads, buildings, everything.
And all vehicles loaded are available until the end of time.

Edit the script to your liking with the end year.

I added the streets so it would not use the ones for after 1925, this seems hardcoded by filename and if I remove them via script, the game crashes :/
If you want the new streets, simple delte the 'res' folder in the mod.

The problem is if the townbuilder tries to create a building in a size that was not defined in the game:
era_a has 123 sizes, era_b has 160 and era_c has 190 buildings.
