Can the players with gog version play online with players of the steam version?

Yep! Torchlight 2 uses its own online stuff, so all versions (GOG, Humble, Steam, Origin, etc.) should be able to play online with each other.

Yep. Runic uses their own servers for online multiplayer. It doesn't require Steam nor GOG Galaxy.

Hi! i buy torchlight ii in gog galaxy.. now i want to create a runic acount and register the game but it ask for the game key, and i cant found it... sory my poor english.. can you help me?
i need the runic acount to be able to play online

You do not need any kind of key to create a Runic account. You should be able to make one here:

https://secure.runicgames.com/en/signup

As for registering the game, to my knowledge that is not required to use the account to play online.
