I purchased Thimbleweed Park a few days ago when the description said:
Purchase Thimbleweed Park during the Summer Sale Festival to receive the Ransome Unbleedped DLC for free. Please note that the DLC will be added to your accound at the end of the sale.

The sale is over, I'm not in a hurry, I'm just curious to know if this is going to happen.

Interesting. Was this offer only valid for buyers during the sale? I owned Thimbleweed Park already before the sale and got this DLC for free 8h ago. I wondered why.

The DLC could be in your library as well now.
