I've noticed that in all of the Valen/novagrad map there is only 2 Smiths 1 of which is locaed in Black Bough is an amature smith and is useless for making anything. and there is one in the southern part of the town of Novagard but he's been AOIL.

I'm trying to have the Griffen Enhanced Silver sword made. Which I've got everything for which I need yet no one around to craft the thing for me.

This here has to be one of the biggest drawbacks to the game you've got to fight for a weapons or armor thats just slightly better and then your lucky to find away to have it made before it's obsolete.

There are quite a few more mate. Easiest to get to is the one south of Hierarch Square in Novigrad, journeyman level smith, if you don't see him in the workshop just pass time or walk towards the river to make him appear. The journeyman level armourer is literally at Hierarch Square.

Do the dumplings quest. That guy is a master blacksmith. Other than that, go to Skellige.

Hickory: Do the dumplings quest. That guy is a master blacksmith. Other than that, go to Skellige.
@mmarci: found him thanks for the locale on that one there for some reason I kept missing him as his marker wouldn't show up.

@Hickory believe me I would love nothing more then to do the dumplings quest but currently that ques is about 11 levels higher than that for which I am right now. But I do plan on taking it on as soon as I can as I'm doing every quest that there is to do in the game.

Oxenfurt boys are Journeymen, so if you got the pass, go there. Once you hit Skillege (more or less) and finish Act 1 but not return to Vizima you should be able to do the Dumplings Quest.
