Updating Witcher 3 from v1.3 to v4(next gen)
I'm not seeing a update launcher I can download.
Is it basically just downloading a new game from scratch if I want to update?

yes, there's no update from 1.3 to the new gen version, the game was basically remastered and update would've been just as large as the entire game.
