Well, it was saying it would release 2 hours from now, which would be 1am on the 19th for me. I thought it must be counting by my computer clock, so I turned that head by an hour. It changed to 13 hours, until I set my computer back to the actual time, whereupon it went back to 2 hours.

TL;DR It's checking your computer time and reporting the release time wrong.

I was under the impression that it's globally released at the same time. What people are describing sounds like a bug with the Galaxy client to me.

Can't trust galaxy client these days lol. I think psycho is right, it's based on your computer clock.

We've made it past 1am and, after a few connection issues with Galaxy, it's just sitting on "less than an hour. So yeah, the release is definitely not actually linked to local time.

Nope... the release seems to be bound by the server time for gog.com ;)
which will be most likely the polish timezone... UTC+2 if I guess right.
I'm in UTC+1 atm and it shows me 0100 as release time (19th ofc)

Release in UK is at midnight, Veritas. As I wrote earlier, the mail you got (I'm assuming they sent it to everyone), in a footnote, gives you the exact release time, which is the same for everyone in the world, that is, as you correctly stated, 1 AM in Poland (UTC +2, hence midnight in UK):
