I have very low volume on my headphones as well. I have Corsair Vengeance 2000 and I've only tried 2.0 (gonna try 5.1 and 7.1 later). My Windows volume is always at 18% which is kinda loud already for Youtube videos etc, but in Witcher 3 I have to crank that to 32%.
Confirmed low volume via HDMI (PCM stream from GTX980) to external AVR.

Currently the game has issues with various sound cards and speaker configurations as follows:

WORKAROUND: at present the workaround is to set speaker configuration to Stereo (2.0) or Quadraphonic (4.0) until the game is fixed.

NOTE: This workaround only appears to work for some users and hardware configurations.

Only Stereo and very low volume?

Windows itself knows I have a 7.1 Surround sound configuration. My other games seem to play out of all speakers correctly.

TW3, only the front left & right and at very low audio levels even when the game is set to 100% (at first I was hoping it was just the introductory cut-scenes).

This is unplayable, my email client message arrived sound is blaring when it plays while I have the receiver volume cranked enough to even hear the dialog during the opening cut scenes.

Version in game says 1.02 on the Main Menu

This is totally unplayable like this.

I normally have my sound on the receiver at an output of 10-12.
To even be able to hear the opening cut-scenes I've had to crank the volume to 44 on the receiver.

Having an email come in nearly knocked me out of my seat it was so loud.

I refuse to consider the only workaround to go into the windows control panel, and disable all windows sounds, and kill every other running application that might produce sound just so I don't risk blowing my speakers.

Unacceptable.
Sound works fine on my 5.1 system. Only running sound off my Asus Sabertooth 990fx Gen 3 mobo and I've got full 5.1 audio working extremely well. My sound is being pushed out by a Logitech 5500 system.

Congrats you're one of the few it seems to work for. On the CDPR forums They've even got Xbox One and PS4 folks having to switch to Stereo instead of 5.1 so it is a pretty widespread issue for this game.

I am already running in 2.0 Stereo configuration so i can not switch from x.1 to stereo only.

Any fix would bne highly appreciated.

Red_Eagle_LXIX: In searching around for a solution to the main problem I've heard of another user with this issue even though they had speakers set to Stereo already. To fix it they had to go to their speaker configuration, switch to another setting, apply/ok, then switch back to 2.0. Might want to give that a shot and see if it works for you.
i can not switch to another setting. There is only 'stereo', ran the config now 3 times.
Audio is still too low volume.
So same problem for me, as for the other configs.
Well, I managed to fix the surround sound issue. Apparently it's an issue with DirectX or some other flimflam that I don't fully understand. The important thing is that it works now.

For anyone else having issues download this zip and replace the files as instructed. You can either run the bat files or do it manually. I recommend backing up your actual original files just to be safe. If you're feeling really spergy you could do the hex edits yourself.

Here's a post with nerds talking about what's happening. Basically they edited one line of each DLL with a hex editor to force the game to recognize this particular type of output as surround instead of 2.0.

I recently stumbled across this problem again and investigated a little further.

XAudio2 seems to query PKEY_AudioEngine_DeviceFormat to determine the speaker configuration. This is a WAVEFORMATEXTENSIBLE structure. XAudio2 does not check its "SubFormat" field for AC3/Dolby Digital. It always assumes some kind of PCM. And apart from the subformat GUID, a DDLive WAVEFORMATEX looks like stereo (2channel, 48kHz, 16bit - because an AC3 bitstream is compressed and fits into the bandwitdth of stereo PCM)!

A proper solution would to fix the XAudio2 speaker detection, e.g. query the MixFormat with IAudioClient::GetMixFormat, which is 6ch 48kHz 32bit float for DDLive.

A hacky work-around involves patching the XAudio DLLs (XAudio2_*.dll in both \Windows\System32 and \Windows\SysWOW64). I replaced the binary value for the PKEY_AudioEngine_DeviceFormat property key (hex: 4D 06 9F F1 2C 08 27 4E BC 73 68 82 A1 BB 8E 4C 00 00 00 00) in these DLLs with a value for a key from the registry which looked more like 6-channel. In my system with a Realtek HDAudio chip, I chose the registry key "{e4870e26-3cc5-4cd2-ba46-ca0a9a70ed04},0", which might be related to the "OEMFormat". The hex value to replace the value above is accordingly "26 0e 87 e4 c5 3c d2 4c 46 ba ca 0a 9a 70 ed 04 00 00 00 00".

I checked this with the Xaudio2 sample from the DX10 SDK and with a Xaudio2-enabled game. Both give me proper 5.1 surround sound now.

However, I really hope to see this fixed by Microsoft.
Ultimately solved this because I remembered that other games have given me issues as well (in particular, Far Cry 4) and figured there had to be some kind of common denominator in all this. Hurray!

Disclaimer: This might not work for you, but it's worked for me. I'm on an Asus Mobo that uses Realtek audio using an optical audio capable, so my output in windows is "DTS Interactive 5.1." If your setup is different this may not work, but no harm in trying as long as you backup your files. Looks like the problem occurs for people with a wide variety of setups. I might as well add data about my setup here for data gathering purposes...

I've got an ASUS Sabertooth 990FX gen 2 motherboard with onboard Realtek audio that is capable of 7.1 surround. I have it configured in the Realtek panel to Stereo only with the "Front left and right" box checked and "Virtual surround" checked currently although I've tried disabling Virtual Surround also and it didn't seem to have any effect with respect to the game problem. I have a pair of Edirol MA-15D studio monitors connected as my speakers using analog cabling to the primary audio output on the motherboard's back panel. No other audio cables are connected to the computer at all.

I played the game for several hours before sleep last night and the problem with the low volume did not come up but I'm not sure if I actually triggered a cut scene or not either. Will keep my eyes and ears peeled though. :)
I also have a sound bug, I post my bug and my system to help CDPR gather info and fix it.

I have my PC connected to my TV (Sony Bravia KDL-46HX755) via HDMI and my AVR (Sony STR-DN 1020) also gets only stereo sound but at a normal volume level. I have to play a little louder because I let the AVR simulate Dolby Pro Logic 'movie' sound and then speech/center gets a little lost..

Still a great game! I think this is just a minor bug and will be fixed soon. Be patient, fellow brothers :)
Just noting I always have 'low' volume at 100%. I'm using onboard realtek audio with very good head phones. All other games I turn down to below 50% because they are too loud. This game I want to turn up past 100%....

Same problem here with audio speech. All my rig is stereo anyway and using my headphones or my hi-fi, same results.
I use a Soundblaster Zx but I tried with my dac as well.
Seriously guys, game was postponed to improve it...and thats it?!
I think the game tries to output in surround mod even if we have and use a stereo set (where is the option to force STEREO or any other mod in game?).

In case folks are still having volume probs, a fix on a previous game that worked for me is; go into control panel, Hardware & Sounds, Sounds, communications tab, check 'Do Nothing' circle. Simple & solved that low volume for me without complex hex stuff. :)

Thanks, mine had already been set that way.
Apparently a patch came out for PC today. I could not test it now, is it fixed?
