i actually found 1 guy that buys em. i think it was one of the traveling merchants.
Try the merchant outside of the inn in White Orchard, the one you (hopefully) saved at the start of the game. He seems to buy just about anything.

I know of at least one person who will buy them. He is an alchemist who buys I think anything that can be sold, and he buys them at their full value. He also sells somewhat rare and costly ingredients at their actual value instead of x8 or whatever.

To find him, leave Novigrad via the Oxenfurt Gate (east). Cross the bridge and look up the hill just to your left. There is a building up there, and the alchemist is inside.

I found him, but I can't seem to talk to him. Do you need to do something to unlock him?

There's a merchant in the port at Novigrad that buys anything at full price. I sold 4 swords to him and noticed he was broke before I realized he was offering me 180+ each for some pretty non-descript items.

You can talk to him around 6 am.
If you still cant talk to him, then save and reload right in front of him at 6am.

Thanks, that worked. Also, do you know how long it takes for shopkeepers to get more money. They run out so fast!

Five days to full replenish their coin.
This is the location of the merchant by the way, the drunk guy between two crates of empty bottles, he buys bolts (just as pretty much everything else as well)

Thanks, I didn't know about him.

I think the journeyman blacksmith just south of Hierarch Square buys most blacksmith stuff at full value, but not quite everything.
edit: It looks like the blacksmith buys some items at like 75% of their normal value, and certain crafting components at more than their normal value.
