I pre-ordered the game with all the dlc, but the store is still letting me buy the goty edition for myself in other words not giving me the "You already own this" reminder. Does this mean it's different? Does goty come with aditional content on top?
This question / problem has been solved by nacladorimage
There are no differences, but the GOTY Version has an all in one installer,
so it would be very nice from GOG, if the customers who owns all dlcs could get access to the GOTY Version too.

PN8: Is owning the GOTY edition the same as having the game plus all dlc?
No

EDIT:

Take the hassle and read a bit this forum, your question is already answered two posts before!!

v1.30 and v1.31 are identical.
One of my friends who purchased the GOTY Version told me that the GOTY Version is labled as v1.31 but the downloaded File has the GOG Version 2.0.0.51 wich is exacly the same as my normal v1.30 download.

Wrong. v1.31 shows (guess what) v1.31 at the main menu, while v1.30 shows (right) v1.30, so they can't be bit by bit identical, that's impossible.

On the other hand you can "BELIEVE" GOG or CDProjekt about regarding gameplay "content" of both versions are the same, if you wish. But based in the FACT that previoulsy even the same game version installed with installers was NOT THE SAME as the game installed with Galaxy, that's too much faith from your behalf...

"There is no diffrence content wise - on steam we had to release in their bundle tech and not as all in one app because of steam policy. "

The version number increment is just to comply with policies. Steam probably requires a different version number even if the content is identical and so the GOTY installer is marked as 1.31 as opposed to 1.30.

And if you are suggesting that GOG and CDPR are trying to lie to us that GOTY is somehow different in content to having previously bought the base game plus both expansions then you are deluding yourself in the worst way.

tl;dr: There is no difference in game content between previously bought base game + All DLCs + All Expansions vs the GOTY edition. The only actual differences are a slightly different main menu screen and some minor script changes.

^^ You don't know much about what you are talking. You can be a fanboy forever but that won't help anyone here. I'm not calling GOG liars, but it's a PROVEN FACT what I said about the same game version being DIFFERENT if you install it with installers or with Galaxy client (in fact one was bugged, while the other one NOT).

GOG, CDProject and people in general make mistakes. Call it what you want. But do yourself (and averybody here) a favor and read a few posts back in CDProject's Witcher 3 technical problems forum before making such statement without having a clue.

Thanks in advance.

PS. Also, read the latter posts at this thread for more facts (even CDProject's Marcin Momot declarations) that prove again what I said: http://forums.cdprojektred.com/threads/119161-Release-date-announced-for-The-Witcher-3-Wild-Hunt-GOTY-Edition?p=2832321&viewfull=1#post2832321

Yep. I was VERY surprised that GOG/CD Projekt did NOT do this.

I came to check after I saw the GotY version listed as a new release on steam. THQ gave me their 'anniversary' version of Titanquest for free as like TW3 I owned both parts of TQ and TW3 + exp pass...

[EDIT]
So no real diff other than all-in-one installer then. At least TQ anniversary edition featured a bunch of useful updates and bugfixes. I only noticed as it showed up as owned in the new releases list on steam. OTOH my guess is that they removed the two original 'games' TQ + expansion and just replaced them with the anniversary edition which includes the fixes for the original game + expansion. I was REALLY surprised that they did this at all given that it's 10y old...
