Intel Core i7-4790 3.6GHz
Crucial Ballistix Sport 8GB (2 x 4GB) DDR3-1600
EVGA GeForce GTX 960 2GB Superclocked

Readings have been all over the place regarding performance so I was wondering what I would get with a set-up like this?

Absolutely playable at "low" to "medium" quality preset for sure.

For comparison, I'm playing at 1080p ULTRA preset except foliage HIGH, getting 40 FPS average. The game seems amazingly optimized IMHO. My PC: Intel core i5-3570K, 8GB RAM, RADEON R 9 280 3GB VRAM, Samsung 840 EVO SSD.

Only just "playable" at low to medium? Hmph I was hoping to turn at least SOME settings to high with this.
