OK so basically I bought the game (Witcher 3) from G2A as a steam gift, i've played it for a while now and am absolutely loving it. I decided i would also buy the DLC but decided to get a GOG key instead. The problem I am having is that i cannot download the DLC from GOG as it keeps telling me I need the "parent game". I understand that you can not sync steam games with GOG's client but I was wondering if there was any workaround for this whatsoever ? If not then could I at least get refunded??

You will need to contact support on this one. If there is a refund available, only they can help you.

There was an exchange site for the GoG based codes (as they came with the physical pack... not sure if this would also apply with the game purchased from the site into your account...). You should be able to talk to support and either convert the code or obtain a refund though.

http://thewitcher.com/exchange - here it says you may need to contact support... so follow the instructions there and contact them if you need to.
