Well, it certainly looks like you're in the right place. Have you tried the heavy-handed stuff, like leaving the zone and coming back to force an area reload, or even exiting the game and restarting? Maybe even better if you have a save from just before you went to the notice board and picked up the quest, so that you can force the quest update to process again?

I have no idea, man. That's just strange.

I've tried everything, not only leaving zone but reload my save, restart the game. I even tried uninstall the DLC then reinstall it again, nothing helps.
You ever figure this out? Im having same Issue.
If it was a bug in the game code - everyone would have it, so it has to be something wrong with your installation/configuration. Update the game, DLC package and DLC's. If that doesn't work - then copy out your save games and re-install fresh.
I have the exact same issue dude it's ridiculous. Apparently it seems that the quest once started must be finished, you cannot quit it, reload a saved game and initiate the quest again once started. (!) I'm on a NG + and the Envoys quest is ranked level 64, I'm a level 56 so I got beat on badly the first time I tried it. Thus, I reloaded a previous save and went about leveling up some more, came back to the Stonecutters Settlement to try again and lo and behold-a game breaking glitch... I'm pissed frankly, I'm sick of getting software that does not work.
I have the same issue! I have submitted a support ticket at CD Projekt Red support and perhaps you should do the same :-) gl
Running into the same exact issue--is there any way for me to play B&W without a new character? I spent four days leveling up for this....
So I got a response from CD Projekt RED, she said to completely uninstall the game and all DLC/patches etc. and reinstall and it should be fixed. Well, IT DID NOT WORK for me, so I guess we have the distinct pleasure of having to wait until someones head is pulled out of their ass and the problem with the code is fixed. Sweet.

So I had the same issue and found a "solution".

Basically you install the mod that enables the Debug Console it can be found at:

http://www.nexusmods.com/witcher3/mods/1555/

After that you use the console to enter the 'skeletonkey' command which unlocks any doors within 20 meters of your character. I stood next to it, typed it, door unlocked and i walked in and triggered the start of the DLC

Edit: As Jack pointed out below you'll need to create a Mods.settings file in Documents/the witcher 3 before the mods will work. Instructions are all over the place but tis important step

I'm trying your method now, and found that skeletonkey is not a default console command... it needs an debug console extension mod as well located below:

http://www.nexusmods.com/witcher3/mods/601/?tab=1&navtag=http%3A%2F%2Fwww.nexusmods.com%2Fwitcher3%2Fajax%2Fmoddescription%2F%3Fid%3D601%26preview%3D&pUp=1

Currently stumbling through installation--will report back with results if it works.
IT WORKED!!!!!

Alright so to recap my solution:

1) Install Debug Console at

[link removed] (also above)

Follow instructions in description

2) Install Console Extension at

[link removed] (also above)

Follow instructions in description, I googled where to place Mods.settings (where your save games are), all other files go right into the install folder (gog or steam)

3) F1 -> skeletonkey

Thanks all!!!

Sorry about that! I tired the first console mod install and it didnt do anything so I went looking for another and that's the one I posted. I didn't think the first one had worked properly but I guess they just need to be together.

Guess I had the solution but didn't show my work, as my pre-calc teacher would say
Sorry about the late reply guys... Like I said, I've tried everything I can(w/o mods) but this issue isn't getting fixed. I finally bypassed by using a backup save I had when I just finished heart of the stone.
Guess for now if you trigger the cut scene (knight talking with villager), you better stay there and start the new dlc, DO NOT fast travel or walk away!

Idea of using mods is interesting, but I'm just too afraid that next patch will somehow mess it up again.

Hey guys, so I've managed to find a fairly simple solution to help, by accident.
First, I stood outside the door, very close to it. Then, go to view mode (F1 key on PC) and try jumping. It may not work the first time but after a few tries and changing the position of Geralt you should be able to teleport inside.
Note : geralt should be stood VERY close to the door. As close as he can go.

I took forever to find a solution and nothing worked. Thank god while admiring the games graphics I accidentally stumbled upon this solution. I thought I had to replay the last 20 hrs to use a previous save.
Hope this helps.
