Like the title says, I tried installing the DLC and now the game can't launch and has to be redownloaded. Even launching the game from the exe doesn't work, as it's 0kb.
So I guess I'll have fun waiting to redownload the entire thing because I wanted horse armor.

Installed DLCs, no problems here. May be you got corrupted DLC files when downloading.

Happened to me also, Lucky I had the Game Disks so it only took another 30-40 mins to install rather than re downloading 27GB, just re-downloading the patch now though. not sure I want to try installing the DLC again anytime soon though. maybe I'll make a backup of the entire Witcher 3 directory first..

If you have galaxy, you can try selecting the game -> more -> manage -> verify/repair.
