I would like to ask if is safe to use Debut Console downloaded in nexus in The Witcher 3. Can i get ban???

You mean 'Debug Console Enabler'? No, you can't get banned. The Witcher 3 is a single player game. There is no reason for any kind of ban. Install any mod you wish.
