Try adding another parameter below 'meshdistanscale'.
FoliageDistanceScale=2.8 (lower it if the performance is low..)
FoliageDistanceScale I have also experimented with, the full range between 0.1 and 10.0. All it does is affect the model itself, at what distance it will load in to begin with. The 'quality' of the model is what I'm talking about - the full quality (with texture quality and animations etc.) only loads when I'm practically standing on top of it, and that's not supposed to be. Tech support explained as much to me; it's a feature in the game that's not behaving as it should for me (and others who have the same problem).
