Whenever I enter the inventory, journal or meditation menus, I get zero music, just sound effects. Is the game supposed to be like that or is there something wrong with my PC?

I just checked with a save in chapter 3. (Couldn't test with earlier saves as they are backed up)
I am getting the background music in those menus (i.e. inventory etc.), though environmental sounds and npc voices seem to pause.
Maybe someone else will be able to provide some more concrete observation than this.
