He was the guy who was talking to Cedric about the missing elf (who is the mother of the child). I forget if their relationship was ever explained in detail, but they were clearly close.

Yeah. To clarify, he is discussing her disappearance with Cedric the very first time you approach Cedric. There is a dialogue option to ask about her that doesn't affect anything if you don't ask, afaik.

Is there any way to look into the dissapearances of elven women during Act 1? Or is it assumed the commandant must have kidnapping them like Morrill?
