Running the Enhanced Edition. Windows 10, plenty of Ram, 6 GB 7970, i7. Game not installed in x86 folder.

I can slap textures on it, but any attempt to mod it otherwise deletes a host of files for some reason, all of them ending in a CSV extension. Tried rolling back to the last version from a year ago, but still have the same problem even then. After attempting to mod when I try to launch the game with the exe file I get error messages that say:

Unable to load cooked 'globals\controls.csv'. Make sure resource was gathered and check log for details.
Unable to load cooked 'globals\game_inputs_order.csv'. Make sure resource was gathered and check log for details.
Unable to load cooked 'globals\attribute_types.csv'. Make sure resource was gathered and check log for details.
Unable to load cooked 'globals\sound_materials.csv'. Make sure resource was gathered and check log for details.
Unable to load cooked 'globals\music.csv'. Make sure resource was gathered and check log for details.
Unable to load cooked 'globals\gui\fonts\fonts.csv'. Make sure resource was gathered and check log for details

Verifying the files puts them all back, but this happens pretty much any time I try to put in anything major isn't a texture in. I can run ENB and SweetFX, as well, but that's kind of a different thing. I can't run the combat rebalance, or enhanced mod compilation. I know those two don't work together, but neither one works on it's own. Flora enhancement doesn't work either. They all delete those same 8gb worth of files and force me to reverify everything again, which basically wipes the mods away.

The same goes for smaller mods that do things like cheat the gambling system, add items to the innkeepers, alter weight and pretty much anything else that isn't a texture. I've tried a bunch of stuff just to try and get something working, and nothing really has. Often the game itself will launch fine, but the mod itself won't activate.

This happens no matter how I install them, manually putting them in the Cooked folder, installing using NMM, both adding the files manually by selecting the zip file, and using the NMM install system.

Oh, and also my launcher doesn't work, and it's a problem on both the Steam version and the GoG version of the game. I have to launch with the exe. Tried deleting and reinstalling as well as disabling firewalls and AV before doing so. Doesn't fix anything and the launcher refuses to work. That's not a huge deal because I can use the configurator, to adjust the settings, and the Tweak tool works for that as well.

Mod support seems to have been gutted completely for some reason and nothing really works but a few texture replacers and one of the weight mods.

Nothing shows up in the userContentManager either, and I'm aware of how to put files into that spot as well. Yes, I am reading directions and being careful to put the files in the right spot.

Anyone else having troubles like this? It'd be nice if I could actually mod the game because I want to play through it again before starting Witcher 3 over and getting into Blood and Wine, but don't want to play the vanilla version with only some textures thrown on top. I'd like to use mods to speed things along and patch up some of the flaws, but currently can't get it to work on Steam or GoG because these files keep getting wiped out and the game won't launch.

All that said, the game works, so it won't stop me from playing, but it is annoying that I can't use any mods other than a few texture replacers at all in a game that supposedly had some good ones.

I dont have those files in my game folder even without mods and the game works, so I guess only the mods need the files.
That means the files were probably changed or removed by a patch, which means the mods are for an old verison of the game.

It's only guess though, I never tried installing such mods the only thing I did once was applying them by making the changes in values and balancing directly in the files via Notepad++.
