i'm at Step 3 which says Enter the CD Projekt Red registration key but i can't find the key.
is registration necessary?

It's not, but it's required in the official Witcher forum where you can request specific savegames.
Contact GoG support and hopefully they will issue you a key.
The official answer from gog support was this:

Publisher of The Witcher (CD Projekt) decided that, since our games are DRM free, there is no need to include a CD-key in our version of the game and did not provide us with any keys. Registration does not bring any benefits so you are not losing anything. Happy gaming :)

No benefits? What about savegames market?

I don't know. I'm new to this game and haven't got the chance to try that. This is the reply I received to my request for individual key.

I received the same response, I can't say I'm very happy with it.
I'm also interested on register the game on the official website, but really, I will not use that thing to download savegames. I want to play it by myself.
I suppose that when enough people start pestering about savegames market they will start giving out keys, or they will relax savegames market restriction that you need to be registered in order to participate. I mean, they seriously do not need to enforce it almost 4 years after the game was released.

It has less to do with the fact that I want to use it and more to do with the fact that I don't have the option to.

I already have the save I'm taking through to TW2, and I have had it for three years.

i had the same response from gog :(
I wanted to register the game as well as I bought it yesterday. It makes me sad that I can't.

Though I have played and beaten the witcher without actually buying the game in the past, I wanted to officially own it since I also bought the witcher 2 and wanted to set a good example. Being able to officially register the game would definately make increase my karma. I know it might sound silly.

This, in addition to the download issue when the game first released on GOG are kinda spoiling my first GOG.com experience...
