Trying to complete the beggar side quest after ousting the spy,
game will not let me progress untill i equip all 3 partymembers with the rags.

Since i only have 2 i can not seem to progress any further - any suggestions?

Addenduum: i was able to recruit the scientist patriarch of Zach... apparently something i could have done for a while. nevermind, spiders accounted for me being dumb .)

Note for future readers.
There are multiple quests, where you need to equip a specific armor.
It is cheaper if you save / collect things during your travels, but usually the nearest merchant sells them.
Look at the map / quest markers.

You need 3 each.
1. Beggar Rags
2. Abundance officer uniform - I only found this at the merchant in Noctis.
3. ?? I forgot... maybe ASC uniform...
