On Windows 11 the game didn't start.
Setting the game to compatibility mode "Windows 98 / Windows Me" fixed it for me.

compatibility mode "windows 7" and "windows fullscreen optimizations" disabled worked for me on Win 11

Search for "Settlers 10th Anniversary lagging issues".
The solution for this problem may also help with the startup on Win11.
