So my game loads perfectly fine until this screen. Its not frozen, i can move cursor around, it seems that game goes out of bounds or something. Does anybody else had the same problem? how do i fix this?

It looks like the game is running in a super low resolution, I guess 640x480. Maybe if you right click on the game shortcut, open the properties. Check if 640x480 isn't forced for the game.

Nope, i tried that, all the different settings, even reinstalled the game, all the same...

Try to remove the user profile file under Documents/S2/users/default01.cfg
It contains the information about the resolution set in the game as well as the completed missions.
This shouldn't remove your saves, but resets all the settings in the game.
