I just noticed that the purchased Casual Clothes from Cold Steel 1 did not transfer over to Cold Steel 2. When I look at the DLC tab in game it shows 'Casual 2' for each character twice! I guess I should contact support or something cause it would be nice to have the original ones I paid for as an option. I had PS3 copy of these games and if i remember correctly the costume dlc from 1 transferred to 2.

I know this is ridiculously late, extreme necro-post, but the issue is not innately fixed; but that's probably more to do with how data's stored in PC vs. PS.

But I've got something of a workaround.

And I'm posting it so that someone, somewhere might learn how to make this work after all.

And the way to "fix" it, is to copy the DLC file from Cold Steel 1's "data" folder, and drop them into Cold Steel 2's "data" folder.

That's it, that's how you get the CS1 casual costumes into CS2.

(Granted, I have the item pack and the casual costumes from CS1, but I don't know which one "DLC2" and "DLC3" are supposed to be respectively, but they both seem to work; if anyone else with know-how can answer that, that would be extremely awesome)

I can confirm that the "DLC3" is ToCS 1 casual clothes (I don't have the item pack), just copying it made them available on ToCS 2. Thank you very much for the tip! :D
