I'm posting this on the off chance my situation was not utterly unique and my solution can help out others.
Last week, my game crashed and when I went to resume, it wouldn't play. I'm using Windows 7 and it was giving me the standard 'let this program make changes y/n?' dialogue, so it was finding the program, but it would pretty much immediately crap out after that. I tried applying, and reapplying the 2.0.2.4 patch which had just come out, but that did diddly.
Eventually my time freed up enough for me to devote some serious effort into this and I opened up the directory and fired the Config.exe program. It told that if my game were working it would be running at 640x480x16, which made slightly less than no sense as I know I had been running it in glorious 1920x1080x32 before the crash. So I reset it and lo and behold, it ran.
What I think happened is that the crash set my resolution to some impossible value which the config didn't recognize, like a negative or something, and it defaulted to the top of the list. So If you're in this situation, that's how I got around it.
