Still looks amazing after all these years. I had to download version 2.0 and 2.0.1 and move some files around to get it working on my modern machine. I'll include what I did below.

https://www.indiedb.com/games/fps-terminator/downloads

1.) I had trouble running the final version 2.0.1 so I did this to get it running on my machine:

Installed version 2.0.1.

Extracted version 2.0 to a temporary folder and looked in the "binaries\win32" folder.

Copied the file "UE3ShaderCompileWorker.exe" from the alpha version 2.0 to the
alpha version 2.0.1 folder "C:\UDK\Fps Terminator\Binaries\Win32" then ran the game.

2.) The in-game resolution settings option was wonky for me so I did this to set the proper resolution:

Ran the game and hit the "tab" key to bring up the in-game command console.
Typed "setres <desired resolution>" to set the game's resolution. It did not
look correct at first so I exited the game and restarted. Then the chosen resolution
worked every time I started the game.

(ex. - setres 1920x1080) - will set the game's resolution to 1920x1080 after a restart.

Oh... and on a side note: https://kotaku.com/tech-com-2029-is-an-in-development-fan-made-game-that-1840022818

Anyway to set the graphics settings to very high ? Or adjust them at all? I was able to set the resolution but overall the game looks terrible.

You should be able to set your detail levels in the "Settings" menu. It seems to work fine. I personally find the game most playable in "Low" or "Medium" detail settings. A lot of the effects that are enabled in the higher graphics settings visually get in the way for me. You can also go into one of the game's folders full of ini files and adjust. Never have done it myself. I attached a screenshot of what it should look like at the highest graphics detail setting. This is basically an abandoned project and was more of a concept / tech demo than anything concrete from what it looks like to me. It's an interesting part of the Terminator computer game history regardless. In 2010, when it was originally released, the graphics were fairly impressive for the day.
