That second location is just the location of the shortcut, and you shouldn't be doing anything with that. All I can say is to be sure that you're feeding the "C:\GOG.com\Temple of Elemental Evil" to the Co8 installer. You can also try to drop Co8 installer into the ToEE directory as Negatus suggested. Finally, if it's still not working after any of that, then try feeding the installer "C:\GOG.com\" as the install directory, as it's possible that it's looking for the folder that the ToEE folder is in, rather than the ToEE folder itself. If none of that works then I'm afraid I'm out of ideas.
I'm sure it fixes many scripting bugs but not some core issues. There are major slowdown and stuttering issues. There are little icons that will indicate if an action can be done (largely during combat} that are flat out wrong. Since you aren't using NC, some of the other problems I've encountered won't affect you..

Ok. The Co8 is in a compeletly different folder of gog: C:\GOG.com\Temple of Elemental Evil without the game.

There is another gog C:\ProgramData\Microsoft\Windows\Start Menu\Programs\GOG.com\Temple of Elemental Evil which has the actual game.

Now when I went to install the game I put told it to go to the C:\GOG.com\Temple of Elemental Evil and it ended up above.

Jarmo: Uninstall the game and CO8.

Reinstall the game somewhere else than (programs folder or X86 or such).
C:/Games/ToEE would be a good choice, for example.

Don't install any patches.

Install Co8, if I remember correctly, it asks where ToEE is installed, show the location.

Start up from TFE-X, select the "new content option".
Finally yeeeeeeeeeeeeeees.

Now I'm at th eFront-End X screen I don't see "new content option."

OK I got it now what.

With the ToEE Front-End X window open, you should see Circle of EightModpack 7.8.0 in the Module Name list. Click to highlight it and then click the Activate button. After the conversion, click Play.
