The two nearest switches are for the force bridge and the elevator. I remember this game could be cruel, but not so cruel as to taunt you with an unusable restoration bay.

No map, FAQ or walkthrough points it out, which makes me suspect it may be in plain sight and I'm just being a moron.

My combat difficulty is hardest (3) and I think the puzzle difficulty is too. Maybe one of those took away restoration on some floors?

In my recent playthrough the restoration bay switch for Research is behind some hidden doors. I tend to find the switch before the actual restoration bay in my replays, click the image link below for the exact location on the map. :)

Got it, thanks. So me being a moron then. It wasn't even behind a locked door, just one I was maybe going to go in later but forgot about.
